About the RAES Contract

The purpose of the Navajo Area Uranium Mines Response, Assessment, and Evaluation Services (RAES) contract is to provide nationally consistent services to the U.S. Environmental Protection Agency (USEPA) Remedial Project Managers (RPMs), On-Scene Coordinators (OSCs) and other federal officials implementing USEPA’s responsibilities for response site activities where the release, or threatened release, of hazardous substances, pollutants or contaminants poses a risk to human or environmental health under the Comprehensive Environmental Response Compensation and Liability Act of 1980 (CERCLA), as amended by the Superfund Amendments and Reauthorization Act of 1986 (SARA). Services performed under RAES may include response, assessment, technical support, data management, logistics, and training activities and will primarily be performed at uranium mining-related sites that may have an impact on or within the Navajo Nation (within USEPA Regions 9 in Arizona and New Mexico) and within the Grants Mining District (located in USEPA Region 6 New Mexico). Under RAES, Tetra Tech, Inc. will provide scientific/technical support for USEPA activities in furtherance of the agency’s primary mission: the protection of human health and the environment.

Vendor Registration

Registering as a vendor enables companies to participate in the bid process for project-related proposals.





The first step in getting involved with the RAES contract requires that each company register with Tetra Tech, Inc. This is a straight forward process that requires entering basic company information. By registering, a company can provide background information and technical expertise that can be used to request RAES services or products from the registered company. Registration does not guarantee a contract. All bids will be competitive as per requirements by the USEPA.

Request for Geotechnical Laboratories

General Description: Request for Proposal for Geotechnical Analytical Services, RFP #RAES-BOA-GEOTECH-2018. We anticipating awarding a Basic Ordering Agreement to last through October 2022 (the end of RAES EPA Prime Contract). We anticipate making more than one award. Attached are the following documents: RFP #RAES_BOA_GEOTECH_2018 1. Cover letter and instructions 2. Attachment A – Summary Lab Specifications 3 Attachment B – Statement of Work 4 Attachment C – Pricing Summary (Excel Tables) 5 Attachment D – Representation and Certification of Offeror form 6 Attachment E – Sample Subcontract including Terms & Conditions, Insurance requirements, and flowdown clauses Questions must be submitted in writing not later than July 23, 2018. RAES Request for Information from Drillers

General Description: The Drilling RFP is still impending. Tetra Tech is seeking drilling firms interested in being added to the bidders list when the solicitation package ready to distribute. Please respond with your interest, statement of qualifications, capabilities, and list of equipment. Generally, we are seeking companies that can provide drilling services in support of the determination of vertical extent of mine related contamination from the historical uranium mining operations primarily located on and near the Navajo Nation. In general, the access roads require limited access rigs to reach the sites. The drilling rigs should be capable of varying degrees of accessibility based on the site (i.e. some sites are easier to reach than others). The drilling system should be capable of collecting environmental samples to a depth of 20 feet or more (usually much less) and to allow for downhole gamma probe. In most cases, Jeep/Tacoma access to the site is possible but in some cases UTV or foot access is required.

General Description: We are trying to find a company that will rent a 4-wheel drive truck that will fit a 2-person ATV in the back. We need an ATV vehicle that will get two people into a remote area so our engineer/scientist can conduct surveys in remote areas on the back side of the Chuska/Lukachukai Mountains. We need weekly and monthly rates.

More Information: The course must provide instruction as well as exercises that incorporate practice using wilderness first aid techniques specific to injuries likely to occur while working on Navajo Area Uranium Mines (NAUM). Request for Qualifications – UTV/ATV Safety Training

General Description: Develop and teach 1-Day course in the field on Utility Task Vehicle (UTV) and All-Terrain Vehicle (ATV) Safety
More Information: UTV/ATV Safety course must include hands-on practice and it must focus on the driving conditions and hazards associated with using off-highway vehicles on the Navajo Nation and surrounding areas. Please provide a brief description of your capabilities and contact information.

Selection Process:

Your proposal will be reviewed through a competitive process with all other proposals submitted for each RFP. You will then be notified upon the decision of the selected vendor.
